The California Independent System Operator (CAISO), the grid operator for most of the state, is increasingly curtailing solar- and wind-powered electricity generation as it balances supply and demand during the rapid growth of wind and solar power in California.
Grid operators must balance supply and demand to maintain a stable electric system. The output of wind and solar generators are reduced either through price signals or rarely, through an order to reduce output, during periods of:
- Congestion, when power lines don’t have enough capacity to deliver available energy
- Oversupply, when generation exceeds customer electricity demand
In CAISO, curtailment is largely a result of congestion. Congestion-related curtailments have increased significantly since 2019 because solar generation has been outpacing upgrades in transmission capacity. (84% of the wind farms are turned off, even in high winds.)

In 2022, CAISO curtailed 2.4 million megawatthours (MWh) of utility-scale wind and solar output, a 63% increase from the amount of electricity curtailed in 2021. As of September, CAISO has curtailed more than 2.3 million MWh of wind and solar output so far this year.
Solar accounts for almost all of the energy curtailed in CAISO—95% in 2022 and 94% in the first seven months of 2023. CAISO tends to curtail the most solar in the spring when electricity demand is relatively low (because moderate spring temperatures mean less demand for space heating or air conditioning) and solar output is relatively high.

CAISO has increasingly curtailed renewable generation as renewable capacity has grown in California. In 2014, a combined 9.0 gigawatts (GW) of wind and solar capacity had been built in California. Death Valley Has a New Lake

When officials partially reopened Death Valley National Park on October 15, a rare spectacle was awaiting visitors: a brand-new lake in Badwater Basin.
Badwater Basin is a large salt flat that's North America's lowest point at 282 feet below sea level. Nearby Furnace Creek holds the record for being the hottest place on Earth after temperatures reached 134.1-degrees in 1913. (Though some scientists have cast doubt on that figure, almost all agree that Death Valley currently owns the heat record.)
Typically, Badwater Basin is extremely dry. But after Tropical Storm Hillary struck Death Valley National Park in August, water inundated the area. The storm dropped about a year's worth of precipitation in a single day, prompting the park's closure and causing road and infrastructure damage across the region. The closure was in effect for two months--the longest that the park has been closed since the U.S. established it.
Rangers haven't yet measured the depth of the lake, but estimates suggest there could be as many as two feet of water in the basin. The last time the basin accumulated such a significant amount of water was nearly 20 years ago, in 2005.
"This is a really special time," Death Valley National Park's Superintendent, Mike Reynolds, stated. "It's pretty rare to see a lake in Death Valley."
